Various states in the United States have been using lotteries to fund public projects such as roads, libraries and college scholarships. The Virgin Islands and Puerto Rico also operate lotteries. The state of Florida regulates the operation of its lottery. It is run by the Department of the Lottery and has an Inspector General to oversee the integrity of its operations. It operates in 45 states and the District of Columbia.

There are more than 200 lotteries in colonial America. One of the most popular was the “Slave Lottery” by Col. Bernard Moore, which advertised a large prize of slaves. In the late 18th century, the Commonwealth of Massachusetts raised money with a lottery for the “Expedition against Canada”. The University of Pennsylvania was also financed by a lottery, the Academy Lottery, in 1755.

The word lottery comes from a Dutch noun meaning fate. The term was used in English as early as 1612. Several cities in England organized a lottery and the first recorded English lottery was the English State Lottery, which ran from 1694 to 1826. Some government officials, such as Alexander Hamilton, encouraged the use of lotteries as a means to raise revenue. The Continental Congress used a lottery to raise money for the Colonial Army.
